Start by creating a new file of header size. Apply a nice gradient as shown.



Insert an image of a building cutout.



Duplicate layer. Enable lock transparent pixels from layer palette. Press Ctrl+T. Right click the layer and select distort. Fill it with gray color. Adjust nodes to create a perspective shadow.



Create a white rectangle and rotate as shown.



Ctrl+Click the layer thumbnail to get the selection. Select the building image layer and press Ctrl+J to copy paste the selection into a new layer. Press Ctrl+I to invert the selection. Move this layer above all the layers in the layer palette.



Double click the layer to open the layer style window. Apply settings as shown.



Looks quite different doesn't it?

Create a building silhouette shape as shown using the pen tool.



Apply 1 pixel stroke to this layer.



Create a shape as shown near the bottom of the header.



Create a rectangle for the button using rectangular shape tool.



Double click the layer to open layer style window. Apply settings as shown.





Duplicate the button several times and place as shown.



Insert company logo and type link names over the rectangles.
