Start by opening an image or photograph of your choice.

From "Filter" menu select render>>diffuse glow. Apply settings as shown.


Duplicate the layer. Change the layer mode to "Hard Light".


Duplicate the layer and press Ctrl+F to reapply the previous filter.

Change the layer mode to "soft light".

Not a bad little touch up. It works quite well with black and white photos as well.
