Start by typing your text using a bold font.



Ctrl+Click the layer thumbnail to get the selection. Press Q to enable quick mask. From "Filter" menu select "Distort>>Ocean Ripple". Apply settings as shown.



Press Q again to disable quick mask.



Create a new layer and fill with any color. Double click the layer to open layer style window. Apply settings as shown.







Using polygon lasso tool create an irregular selection as shown below.



Press Ctrl+Shift+J to cut paste the selection in a new layer. Similarly create more irregular selection and split them into separate layers.



You can move the parts of text a few pixels here and there to enhance the effect.

Select each part and apply layer style as shown.





Repeat the above steps for the other alphabet parts.



Select and merge all the layers. Double click the layer to open layer style window. Apply settings as shown.





Duplicate the layer. Remove the layer style. Change the layer mode to "Linear Burn".
